POLIS 2123 - Global Governance and Development

Academics and policy makers alike have drawn pointed attention to the increasing importance of global and cross-border relations in the current era of globalisation. The growing awareness of the problems that are caused by these relations has led to an increased focus on mechanisms of global governance. This course defines global governance as a set regulatory arrangements which: - is transnational in scope, - determines the allocation of authoritative values, and - redefines authority relationships between state and citizen. Global governance, in this perspective, is not limited to international institutions and bi- or multi- lateral arrangements. It comprises a range of hard and soft regulatory processes that seek to respond to global challenges, and often involve changes and transformation in national policy and political institutions. This course will examine the formal institutions of global governance through international institutions such as the World Bank, IMF, and the WTO, as well as 'soft' regulations through networks and private and civic actors. The course explores the, interaction between the national and the global level, the emergence of policy network, issues of global public goods, and the growth of new forms of regional governance with specific reference to the European Union.
